Things seem to be going very well after Vasiliy's impassioned speech about officials needing to live moderately. However, soon he discovers that most of them are just pretending for publicity.
Vasiliy realizes that the Ukrainian officials treat the country as their property and spend a lot of money on unnecessary luxuries, so he proposes to reduce the number of officials and cut back their budgets.
Vasiliy is making life difficult for Yuri Ivanovich by refusing to use a limousine and firing his bodyguards. He also has to deal with the former President, who is refusing to leave the office.
Vasiliy prepares his speech for the inauguration with a range of vocal exercises. Stand-ins play out the presidential figures he will have to meet, while he takes his son to ride a merry-go-round with a huge protection team in tow.
